Linen testers were originally designed for measuring the threads-per-inch on linen, which is they have a scale marked around the base. Today they are more often used for stamps, coins, prints...anything flat.  They come in all sizes, from tiny (like loupes) to large (as a stand magnifier large enough to work under).
